Windows 7 is still the operating system a great deal of installed machine control and test software was written against. Where that software is stable and revalidating it is expensive, the practical answer is a current computer that will still run it.
These are current-production industrial machines whose records list Windows 7 support, in rackmount, embedded and panel form factors. Most also support Windows 10 and 11, so the same hardware carries the line forward whenever the software does move.
